Google determined a site's pagerank with its link popularity. The more websites link to your website,the higher your pagerank is.

If your website is new,normally google won't give you any pagerank until you get a certain links to your website. But if you
get pagerank 0,it means Google penalised your website. 
Among the reasons are your website has a 
link to website which has pagerank 0 and you put too much links in one page. If you have many links, just split it into several pages and it will do.
